Abstract

Describes a federation architecture in which participating nodes preserve their own identity and authority while interoperating via a shared governance layer. Treats federation as a bounded association, not a merger of authorities.

What this establishes

  • A model for node identity that survives federation membership
  • The distinction between shared facts and shared authority
  • Interoperability contracts that do not require standardisation

What it does not establish

  • That the model has been adopted by any external standards body
  • That federation confers verification on federated content
  • A claim of universal applicability across all governance models
